Build a select number of mobile solar platforms that can be placed in the path of hurricane(s) and reduce the intensity of the storm to level 1, 2 or lower with repeated applications (objective of no more level 3, 4 or 5 hurricanes impacting islands or coastal areas).

How:

The solar platforms will provide cooler surface temperatures by bringing cool water to the ocean surface in key areas to reduce the hurricane intensity from June to October. Then the solar platforms can provide supplemental energy to local islands or other coastal areas from November to May each year. Utilized computer simulation programs to confirm that cooler surface temperatures can reduce hurricane intensity. Use remote control technology tools to regulate the water temperature changes and protect the platforms for reuse on multiple hurricanes each season and in the Atlantic, Gulf, Pacific, and other threatening areas. With today's and tomorrow's technology and robotic controls, we can make the Atlantic and Pacific coasts and islands a better and safer place for people to live and reduce the yearly restoration costs.

Funding and Benefits:

The long-term investments will require an estimated $200 to $250 million for maintenance and operation each year. This expense will save lives (average 132 lives each year over the past 10 years) and benefit FEMA by saving an average $47 billion each year for the past ten years on hurricane reconstruction (NOAA annual review). FEMA, Oil & Gas, or Insurance industries are the primary funding sources over the long term.
