Artemisia annua reaches a peak concentration in sustainable concentration and used for plasmodium malaria treatment in Artemisinin Combination Therapy (ACT). This hand-held spectrophotometer could be powered by a Li-ion 18650 cell which is used by laptop computer manufacturers for inexpensive power and rechargeable with a basic miniaturized array of photovoltaic cells. To handle the high pulses required to communicate with the Iridium satellite network a hybrid layer capacitor (HLC) to provide the high pulses required for advanced two-way wireless communications. These bobbin-type LiSOCl2 cells deliver long-term low-rate--annual self-discharge rate of less than 1 % per year and lasting ten years until servicing--current to power the spectrophotometer while the HLC stores and sends high pulses to support data interrogation and transmission. In case travel time or protracted period of inclement weather prevents photovoltaic charging, the discharged system could have map-logged recharging stations with TLI-1550 industrial-grade rechargeable Li-ion batteries kept charged from a magnetic-field induced sensor-mounted on remote transmission grid power-line transmission and might have the alternative wireless transmission from a base station 2.4 GHz RF communicator.
