Large deep sea oil containment device

In the wake of the BP oil spill, this device can be used to contain the oil from deep sea drilling blowouts. A large tube of heavy duty fabric/equivalent material are sewn together and then attached to large concrete sections on one end and to large floatational booms on the other end. The large concrete sections are then lowered to the seafloor encircling the blown oil pipe, the oil will travel up the tube structure and be captured within the large floational booms on top of the water surface. To keep the booms stable, cables are anchored to the seafloor(or to large concrete blocks then dropped to the seafloor). Oil dispersion techniques can also be used within the containment area. Such a device can be built ahead of time, cost effectively, and can be deployed in a short amount of time.
