Transportation vehicles of all kinds can have all electric drive trains before sufficient electricity production and distribution grids can be brought online by using FSHEV (Full Series Hybrid Electric Vehicles).
These vehicles will have a Droplet Rotary Internal Combustion Engine (DRICE) driving an Electric Motor/Generator that charges the batteries while an all electric drive train moves the vehicle.
Install a circuit which disables the vehicle's entertainment system if there is an unbelted driver or passenger aboard. Would require all occupants to be belted to make the entertainment system functional. If anyone takes off their seatbelt the radio/dvd player will stop until the seatbelt is put back on.

As we move forward with EVs, Hybrids, Plug-in-Hybrids, the challenges for first responders become increasingly complex. Early EVs could be recognized by the blunt front ends and badging.
